Cantillon used 'valeur numeraire', translated 'nominal value', in  
discussing debasement, to mean the value of a coin in terms of units of  
account as opposed to its gold/silver content (penultimate para of  
part 1 of the Essay), and also in discussing the adjustment of the  
English coinage by Isaac Newton when the gold silver value ratio  
changed (part 3, ch 4). If it is really the word rather than the  
concept that is at stake, one would have to look at translation dates.
