Barkley,  yes Knight was indeed much earlier than Ellis and Fellner  
and his was a comment on 2 papers by F.D. Graham in Feb and Nov  
1923.    
  
I do not think Kinght's treatment was necessarily "narrower" in  
that it addressed perceptions of private and social costs.  But he  
did not use "externality" or "externalities" 
 
Bator was the one, unless the Samuelson faction can produce a  
citation for us.
