I just took a peek in the New Palgrave.  Lafont's entry on "externality" 
concludes with a very brief mention of historical references.  He cites 
Sidgwick's Principles (2e, 1887), Marshall......  I could not find an 
on-line version of Sidgwick and our library does not have a copy.  Can 
someone explore this? 
 
Peter Bohm's entry on "external economies" makes reference to the papers 
which have been mentioned in this forum.
