Jevons and Walras corresponded with each other after the publication of 
Jevons's Theory and after Walras finished his manuscript of the Elements. 
The first letter, from Walras to Jevons, is dated 1 May 1874.  They were 
very eager to cite each other, as they tried to establish an international 
group of mathematical economists, which involved many economists from 
several countries.  Jevons searched libraries and established a 
bibliography of mathematical economists, in order to demonstrate that he 
had forerunners.  I would therefore say that Jevons did not fail to cite 
Walras (and others), quite the contrary applies.
