I finally found the Keynes quote in the third vol. of Skidelsky's biography.  
 
p. 378: Keynes "Owe your banker £1000 and you are at his mercy; owe him £1 million and the
position is reversed." in a memorandum "Overseas Financial Arrangements in Stage III,"
initialed on 18 March 1945.
