Have been away from e-mail for a time, and perhaps it is late to reply to 
this, or perhaps someone already provided this information. Anyway, 
Oreste Popescu has recently (1998, I believe) published _Studies in the 
History of Latin American Economic Thought_ with Routledge which states 
when economic ideas from Europe made their way into Latin America, who 
read them, and what new ideas they formulated on the basis of their 
readings and of Latin America's economic situation.  That sounds exactly 
like what the Researcher in India is looking for.
