I believe it was President Truman who uttered the phrase.  I've also heard 
(perhaps from Dave Colander but I can't be certain) that Truman was 
absolutely flabbergasted when he was in fact introduced to a one-armed 
economist (Paul Douglas???)  Sorry I don't have references.
