Truman said it in reference to his then chairman of the council of  
economic advisors, Leon Keyserling. He never could get an  
unequivocal answer from Keyserling, and Truman's lament came in  
response to a question from the press about his view on a topic in  
economic policy, which I don't recall.  His lament was that Keyserling  
always gave him answers "on the one hand, and on the other hand."   
He wished he could get advice from a "one-handed" economist.
