The context of that short quotation is important: It was part of a response
to a question about the cuts to LAC. It's equally possible to conclude, if
you read the entire passage, that the minister simply connected the
importance of one institution to another.  Time will tell.

While they're at it, displaying a similarly vacant level of understanding,
perhaps they'll transfer the Canadian Coast Guard to the Canadian Wheat
