The WHO's 'Social Determinants of Health: The Solid Facts' has a page on
addiction that commences 'Individuals turn to alcohol, drugs and tobacco
and suffer from their use, but use is influenced by the wider social
setting.'

It may or may not assist.

I have been asked for information about evidence that social action/
advocacy/ policy have any effect on drug taking behaviour.  Can people
recommend
information specific to drugs? (as opposed to health in general)
