Hi,
Is your particular concern that the wording implies the RNAO has conducted
a study showing a particular result? My read on this is they believe
experts who in turn interact with literature. In other words, "their
research" used as "their reading", meaning separate from the document you
link.

In terms of "best" outcomes, I am certain that if someone were to define
that others could contest it, but a quick google turns up this paper. I
would assume "death by suicide" to be a bad outcome and certainly avoiding
that is better, maybe not best, but clearly better.
