Dear Professor Sheptun,

Storch is a highly interesting
personality in the Germano-Russian history of economic thought.
The following German article is available in Internet, in which you
find links with some information on Storch:

http://de.wikipedia.org/wiki/Heinrich_Friedrich_von_Storch

And the following paper gives some basic biographical information on
Storch:

J. Backhaus, “Heinrich von Storch’s concept of the use of mathematics
in political science”, in: Journal of Economic Studies, Vol. 27, No.
3/4/5, 2000.

Unfortunately I don't think it possible to get his portrait in Internet.

Best wishes,

Yukihiro Ikeda
