I am seeking to know who first developed the levelized cost method. I am 
particularly interested in its history as an engineering economics tool 
used in the energy sector (i.e. levelized cost of energy analysis) but 
would also like to know if the method had an earlier non-energy specific 
use.  Does anyone have information that may help?
