Atsushi,

Fred Lee did yeoman work on journal rankings from a critical perspective. Essentially, he took conventional rankings to task as they did not properly calculate "heterodox" journal contributions. If I remember rightly, "heterodox" included HET journals. Here's one citation, but there are more.

I am looking for some literature on journal ranking system.
It would be better if it also considers the history of economic
thought.

I have found two papers:

[1] Ritzberger, K. (2008) “A Ranking of Journals in Economics and

[2] Palacio-Puerta, I. and O. Voliji (2004) “The Measurement of
