There are several possibilities in Paris, where a joint master program in HET is organized at the Sorbonne, in collaboration with several universites from Paris and around. See

A stimulating intellectual environment is supplied by the research center of the Sorbonne in history of economic thought, Phare  (http://phare.univ-paris1.fr), which is used to greet PhD students in HET.
