Thanks to David Glick for identifying Tesla's reference to beef
contracts as "The Facts in the Case of the Great Beef Contract"
written by Twain nearly 30 years before Tesla wrote his letter
of complaint about the government.

The story is a perfect example of government bureaucracy.
