The Yale Book of Quotations has a very extensive section of Twain quotations and pseudo-Twainisms.  The "explore, dream, discover" quote is not included, but the files for the next edition of the YBQ show that the earliest evidence discovered is in Google Groups, which shows someone named Deborah Johnson using it in her e-mail signature on alt.infertility in April 1996.

The "explore, dream, discover" quote has been around since the
late 1990s.  I attempted to locate the source first for Courtney Love
and later _The New Yorker_ magazine in the 1990s.  (See the
Forum archives for March 1998.)  The quote remains in the
"attributed" category for the time being.  Evidence indicates
it originated with a greeting card company.
