The essay is called "The Awful German Language," and it was originally
an appendix to A Tramp Abroad, but it is also to be found in many
collections
of Twain's essays.  It is indeed hilarious, and well worth reading, whether
or not you know German.  It could be considered Twain's revenge for his
frustration in learning the language.
